Marie District Monday, January 14, 2008 5:30 p.m. SSM REGION CONSERVATION AUTHORITY AGENDA CALL TO ORDER Mike Thompson, Chairman, called the meeting to order with a quorum present at 5:35 p.m. INTRODUCTIONS Introductions were made. APPROVAL OF AGENDA A motion to approve the agenda was made by Andy Pedersen, seconded by Bill Vanderburg. Motion carried. APPROVAL OF THE MINUTES OF THE DECEMBER 4, 2007 MEETING A motion to approve the minutes was made by Brian Anstess, seconded by Deane Greenwood. Motion carried. BUSINESS ARISING FROM MINUTES OF THE DECEMBER 4, 2007 MEETING The map menu will be presented at tonights meeting. Details on the Forest Benefits meeting will be discussed at tonights meeting. Ron has not contact the Tourism rep. This will be brought forward to the next meeting. The ad for the General Public rep was in the January 4th Sault Star. Ron has received 2 enquiries to date. CORRESPONDENCE Ron received a copy of the Nipissing Forest LCC Handbook from Northwatch. The handbook provides an overview and a guide to the forest management planning system in Ontario for volunteers. Although this handbook is specific to the Nipissing LCC the majority of the material is of general interest. Northwatchs general goal is to develop a handbook specific to each LCC and is asking if any other LCC is interested in working with them in 2008. ACTION: Ron to request an electronic version of the handbook from Northwatch. REGULAR BUSINESS 1. Guest Speaker Values Maps Scott Anderson, MNR District Sault Ste. Marie Scott Anderson, MNR Data Management Technician at the Sault District Office provided members present with handouts on the values map menu for LCC members use only. Members can order the size, number and map type by filling out the menu and returning it to Scott. Once Scott knows what your needs are he will put your maps on a CD and send it to the individual member. There will be no hard copies of maps printed. If members wish to have a hard copy then there will a $25.00 charge per map. Scott showed some examples of the two map scales and members provided comments that Scott will take back and make some minor alterations to the products. Members are encouraged to send their requests to Scott as soon as they can. 2. Desired Forest Benefits Meeting MNR Regional Staff - Timmins Greg Lucking, Regional Biologist stated that one of the key parts in the new Forest Management Planning Manual (FMPM) deals with sustainability and how the plan can meet this objective. The District Manager determines how best to organize the Forest Benefits meeting. The minimum requirement is to meet with the LCC but there are other plans that have included other groups and the general public. Greg provided members with some examples on how other districts organized their meeting which included setting up stations for specific topics rather than one large forum. Some of these meetings have taken anywhere between 3 hours and 2 days. The Planning Team and the LCC needs to provide advice to the District Manager on how best to set up this meeting. The meeting is tentatively scheduled for this April. 3. Current FMP Update Clergue/Forest Industry Staff Tom Croswell advised the members that Midway Lumber is not operating on the forest for the rest of the winter but will return in the spring. Dan Bowes advised that St. Marys Paper will be operating in the Lewis Road area for the remainder of the winter and are looking at biomas opportunities for this June. They have completed Block 7307A (Whitman Road) but some cleanup work remains. Henson is working on three blocks on the Ranger Lake Road for the winter. Mike Thompson (Boniferro) advised that Henson crews are operating in Block 6303 (Christina North) and 6304 (Christina West) for the rest of the winter. Avery is operating in Block 7401 (Vixen) for the rest of the winter. Dumas is in Block 6306 (Leonard) for the winter. The Leonard Lake Road will be ploughed to kilometer 4. Tom Croswell stated that all silviculture operations are complete for the year. Gary Raines advised members that the Saddle Lake Road amendment (#57) which had been discussed at previous meetings was approved on January 7th. Tom Croswell stated that there is non-compliance issue in a Midway block in which the operator did not follow the prescription. This is being dealt with internally. 4. FMP Planning Update - Clergue Nathan Mudge reported that the Invitation to Participate notice has been done as has the inventory. The Forest Units and Habitat Units are next on the list. There is an FMP planning meeting on the 15th and also some task team meetings are scheduled. There have been a few responses received from the Invitation notice. 5. LCC FMP Update- Jeff Hinich There have some task team meetings scheduled. Jeff suggests that we should have a guest speaker talk on the AOC task team results at the February LCC meeting. 6. All Sector Reports - All Lester Hopkins advises that the Trappers are holding a meeting in Toronto this coming weekend. The Trappers have had very good meetings with the new Minister and Deputy Minister. 7. LCC Budget Ron Reffle Ron reported that about half the LCC budget has been spent and estimates that the there will be about $1,000.00 left in the allocation by year end. A copy of the report is attached to these minutes. 8. New Business Tom Croswell stated that there is a possibility that the Envirothon Award may cover all of Northern Ontario. It appears that the Ontario Forestry Association (OFA) may be taking a lead in Envirothon. Allen Prodan mentioned that at the last St. Joseph Island Hunters and Anglers meeting Tom Brason from a group called Northern Ontario Resource Alliance (NORA) made a presentation concerning the public access to Crown land issue. Bill Vanderburg advised the members of the article in the Out of Doors magazine called a Report Card on Crown Land Access and Recreation for Northern Ontario. Copies of the article were given to each member present. The electoral riding of Algoma-Manitoulin and Sault Ste. Marie were given an F on the report card. A copy of the riding map was passed out showing the riding boundaries starting north of White River and ending on Manitoulin Island. The articles focus was on issues in the Wawa District, Algoma Headwaters Signature Site and a Conservation Reserve near Sudbury. Donna Ryckman-Rooney handed out copies of the notice for the 2008 Annual Dinner Meeting of the Sault Naturalists on February 12th. The guest speaker is Andy Fyon. 9.
